Date of assessment: 19 January to 10 February 2026. The service provides personal care support to adults and people with a learning disability in their own home. This was the first assessment since the service had registered with CQC. At the time of the assessment the service was supporting 11 people with a regulated activity. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. Although we saw evidence the service sometimes worked within the guidance, for example, producing easy read documents we also saw in some areas they did not. This included a hospital passport not being available for a person with a learning disability. The provider did not always assess risks to people's health and safety or mitigate them when identified. Risk assessments were incomplete and did not include all known risks. People did not always have care plans for specific health conditions to guide safe practice, although the provider updated this during the assessment. Safe recruitment practices were not always being completed in line with the provider’s policy and legislation. Safe environment checks were not always being completed. Governance systems and audits were not always effective in identifying or addressing areas for improvement. However, people told us they were happy with the service, staff and leaders. People were supported to live healthy lives. Consent processes were in place, and the provider had supported people to put plans together for their future wishes. The provider worked with other health and social care providers to ensure people’s needs were being met. There was a shared vision and culture based on listening, learning and trust. Leaders were open, honest and transparent. Staff felt supported and received regular support and supervision in their roles. We identified two breaches of the legal regulations in relation to safe care and treatment and governance of the service. We have asked the provider for an action plan in response to the concerns found at this assessment.
