Date of Assessment: 31 March 2025 to 7 April 2025. The service is a domiciliary care agency providing personal care to children and adults living with physical disabilities, sensory impairments, dementia, mental health conditions and learning disabilities. This assessment was in response to CQC receiving information of concern. We assessed the service against ‘Right support, right care, right culture’. This guidance supported judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choice, independence and access to local communities that most people take for granted. This was the service’s first assessment. People did not always receive the right support as we could not be assured they had received their medicines, or their care at the correct times by suitably trained staff. There was a lack of learning throughout the service. Care was not always delivered in people’s preferred way, and they were not always involved with the process. The lack of learning and effective systems throughout the service did not demonstrate and promote a positive culture. Safeguarding procedures were in place and followed and the principles of the Mental Capacity Act 2005 were considered. However, due to inconsistent staff training, we could not be assured that safeguarding and mental capacity best guidance would be consistently followed by staff. The environment had been considered to ensure it was safe. Staff were kind and caring to people and were safely recruited. The provider was in breach of 3 of the legal regulations relating to people’s safe care and treatment, the management of medicines, staffing and governance systems. We have asked the provider for an action plan in response to the concerns found at this assessment.
