Date of assessment: 15 May to 30 May 2025. DORZ Care Services Limited is a domiciliary care agency providing personal care to people living in their own homes. At the time of our assessment 8 people were receiving the regulated activity of personal care. This was the first assessment of this location. The provider was in breach of the legal regulation s relating to safe care and treatment, staffing and good governance. We found concerns around the assessment and management of risk to people’s health conditions. Leaders and staff did not always assess risks to people's health conditions or mitigate them where identified. Information regarding people’s medicines or their support needs was not always used to produce complete and thorough care planning or provide appropriate guidance to staff. Staff recruitment processes were not always effective and whilst staff spoke positively, their induction and training process did not always include consideration of regulatory requirements such as completion of the care certificate . There were significant concerns regarding the leadership of the service. There was a failure to adequately assess the needs of the people they supported. Governance systems and audits were not effective in identifying or addressing areas for improvement. The provider was working with the local authority quality team to improve the systems and processes in operation within the service and this was apparent in recent work on their Business Continuity Plan (BCP). This ensured due consideration was given to identifying the risks to service delivery and planning for emergency events. We have asked the provider for an action plan in response to the concerns found at this assessment.
