Date of inspection 13 February 2026. The inspection was carried out to review breaches identified at the previous inspection. At the time of inspection, the service was supporting 6 people who required personal care support. During the previous inspection we found the provider was in breach of regulations relating to safe care and treatment and good governance. At this inspection, we found the provider had made improvements and was no longer in breach of regulations. The provider had improved their recruitment process. We reviewed 1 newly appointed member of staff’s records and saw they were completed safely. Staff were delivering safe support to people. The provider had systems and processes to ensure staff were being supported appropriately through supervisions and appraisals. Risks were now safely managed and staff were able to explain how they managed environmental risks. A new medicine management system was embedded and we found medicines were now managed safely. Leaders were working hard to strengthen their relationships with professionals. One professional we spoke to said they had seen a positive change in communication from leaders in the last 6 months. There was a governance system to enable leaders to have good oversight of the service.

The service was supporting 8 people who required personal care support. People were being supported by staff they knew in a person centred way. Leaders were involved in delivering support to people for some of the week, while completing management tasks at all other times. Staff understood their roles and responsibilities and told us they felt well supported by the registered manager. One member of staff said leaders were “supportive and approachable”, another told us managers had “a passion for the people (we support).” Staff felt confident to give feedback to leaders and were offered supervisions and appraisals. Risks were generally managed well. When we noted an issue with a risk assessment this was dealt with promptly by leaders during the inspection. However, leaders could not demonstrate recruitment had always been completed in line with current legislation. This had been a concern at the last inspection and had not been adequately address at this inspection. The provider could not demonstrate they had recorded appropriate work histories for all staff, nor that adequate references had been received. For example, one person’s reference was a family member and therefore not appropriate. Leaders did not always work in a joined-up way with partners, which had led to conflict in their relationships with other professionals. Several safeguarding issues in relation to overstepping professional boundaries had been identified by other professionals. The provider was in breach of 2 legal regulations relating to safe support and good governance.
