Date of inspection: 07 April 2025 to 23 April 2025. This assessment was prompted by a review of the information we held about the service. We received information of concern in relation to complaints about peoples care and staff not arriving at their allocated times. Andrusida Care Hampshire is a domiciliary care agency and provides personal care to people living in their own homes. CQC only inspects where people are receiving the regulated activity personal care. This is help with tasks related to personal hygiene and eating. At the time of this inspection 33 people were receiving support with personal care. We received information of concern in relation to complaints about peoples care and staff not arriving at their allocated times. We found concerns around elements of the governance systems. We found breaches of regulations in relation to safe care and treatment, fit and proper persons employed and good governance. Risks to people were not always managed safely., including medicines. Staff were not always recruited safely. Quality monitoring systems and records needed to be strengthened to ensure any shortfalls would be identified promptly going forward. Person centred care needed improvements and people’s care, and decision-making records needed to be more comprehensive. There were enough staff deployed to meet people's needs. Staff were kind and caring and had a good understanding of how to meet people’s needs. There was a system in place to enable people to express any concerns or complaints they had. Staff told us how they treated people equally and without discrimination and felt supported by the service. An assessment has been undertaken of a service that is used by autistic people or people with a learning disability but is not registered as a specialist service. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We found care plans were not always sufficiently comprehensive to ensure staff would know how support the independence and communication needs of autistic people or people with a learning disability. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded. We have asked the provider for an action plan in response to the concerns found at this assessment in relation to safe care and treatment and fit and proper persons employed.
