We assessed New Beginnings North East Limited Homecare between 3 February and 16 March 2026. This was the first assessment of the homecare service. The service provided personal care and support to two people living in their own home. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. The service demonstrated a strong commitment to keeping people safe, promoting independence and delivering person‑centred support. Staff treated people with dignity and respected their choices. Information about care was clear and accessible, and staff supported people to plan ahead and remain in control of their care. Leaders promoted an open, supportive culture that focused on people’s needs. Managers used reliable quality‑monitoring systems to check performance, identify improvements and act on feedback. They listened to people, relatives and staff, and used this information to strengthen the service. The provider invested in staff learning and development. Training was robust and ensured staff had the right knowledge and skills to deliver safe, effective care. Recruitment systems were strong, and staff retention was good, helping maintain continuity and consistent support.

New Beginnings North East Ltd is a supported living and homecare service; at the time of the inspection the service was only providing supported living. The service provides care and support to people living in supported living settings so that they can live as independently as possible. People's care and housing are provided under separate contractual agreements. CQC does not regulate premises used for supported living; this inspection looked at people's personal care and support. At the time of the inspection, 64 people were supported across the community. This assessment was carried out to follow up on concerns regarding unsafe recruitment practises. We established the provider conducted appropriate recruitment checks and additional improvements were made to the documentation during the inspection. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We found the service was meeting the principles of Right support, right care, right culture. The provider had systems to ensure people were protected from the risk of abuse and harm. Staff had completed safeguarding training. Caring and well-trained staff supported people. Staff supported people to maintain important relationships and access meaningful activities. Staff encouraged people to take part in new interests and experiences, working with people to achieve set goals in a safe way. The service worked with health and social care professionals to maintain people’s care and support. Professionals spoke positively about their working relationships. A professional told us, “I collaborate with many different agencies of varying quality, and I would honestly say, New Beginnings is one of the best I personally deal with.” The provider monitored the quality and safety of the service. The service had two registered managers and a structured management team with defined roles and responsibilities. People, relatives and staff were regularly asked for feedback.
