Date of assessment: 01 April 2026 – 09 April 2026. Loxley Park Assisted Living Residency is a domiciliary care service which provides personal care to people living in their own homes within the Loxley Park assisted living complex in Sheffield. Care and support was available over a 24-hour period. People either rented or owned apartments in the Loxley Park complex. CQC only inspects where people are receiving the regulated activity personal care. This is help with tasks related to personal hygiene and eating. At the time of this assessment 27 people were receiving support with personal care. People had access to shared communal spaces such as lounge areas, a restaurant, a hair salon and scenic garden and lake areas within the grounds. The reason for the assessment was due to the age of the previous rating, and we looked at all quality statements within, safe, effective, caring, responsive and well-led. At our last assessment we rated the service good. At this assessment, we have rated the service as outstanding. The service demonstrated an effective and distinctive caring culture, where staff consistently went above and beyond to treat people with kindness, compassion, dignity and respect. Care plans were personalised, reflective of people’s individual lives, aspirations and strengths, and actively promoted independence. People’s voices were not only heard but were central to every aspect of care delivery and decision-making, ensuring care was truly person-led. The service’s strong and meaningful links with the local community significantly enhanced people’s quality of life, reduced social isolation and enabled people to remain actively engaged in activities that mattered to them. We found the service delivered consistently outstanding, person-centred care. A strong, open and learning-focused safety culture was deeply embedded throughout the service, supported by robust and effective systems for reporting, analysing and learning from incidents. Risks were managed in a proportionate and person-centred way, with staff confidently supporting positive risk-taking to maximise independence while maintaining people’s safety. People benefited from a highly skilled, stable and well-supported staff team. Recruitment, induction and ongoing development processes were strong and highly effective, ensuring staff had the skills and confidence to deliver outstanding care. Staffing levels were consistently sufficient to ensure care calls were delivered on time and by familiar staff, resulting in strong continuity, trusted relationships and consistently high standards of care. Governance and oversight arrangements were robust, proactive and fully embedded, providing strong assurance of quality and safety. Leaders worked collaboratively and seamlessly with health and social care professionals, resulting in outstanding outcomes for people and smooth, well-coordinated transitions between services.
