Date of inspection: 23 April to 7 May 2025. The inspection was carried out because of the time since the last assessment and specific concerns we had received about peoples' safety, the culture and the management of risk in the service. The service is a supported living service providing personal care support to 10 people with learning disabilities across 4 houses. We assessed the service against ‘right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed and demonstrated that people with a learning disability and autistic people are considered with respect, equality, dignity, choices, independence and access to local communities that most people take for granted. During our assessment we found 1 breach of regulation in relation to governance. We found the provider had failed to operate effective governance systems and records had not always been accurate or completed. We found improvements were required to improve the culture within the service as not all staff felt able to share their concerns. The provider was receptive to our feedback and shared how they were working towards improving the culture and governance. We found staff were knowledgeable about people’s risks. However, records to guide staff on how to support people safely and effectively were not always in place. Systems were not always in place to ensure medicines were administered accurately and improvements were needed within records to ensure good medicines management. The provider had liaised with external health professionals to provide joined up care and treatment for people. Staff and management knew people well. There were sufficient staff deployed, and staff were suitably recruited and trained. Staff were seen to be kind and respectful to people. The provider had effective systems in place to ensure people were safeguarded from potential harm and abuse. Lessons were learnt from incidents and shared with staff and across the wider company. Staff ensured people’s consent was always received and choices given. However, we found improvements were required to ensure mental capacity assessments and best interests were recorded. People’s needs were met and adjustments made where appropriate. The provider promoted people’s independence and staff understood the importance of supporting people to maintain their independence and making choices about their care. We observed positive interactions between staff and people using the service. We have asked the provider for an action plan in response to the concerns found at this assessment.
