Date of assessment: 8 January 2026 and ended on 26 January 2026. Capital Staffing Services Ltd is a homecare agency which provides personal care and nursing care to people with long-term complex health conditions in their own homes. At the time of this assessment 17 people were receiving care and treatment. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. Despite issues with governance and records we found the provider was meeting the principles of ‘Right support, right care, right culture.’ The last rating for this service was good (published 7 November 2017). At this assessment we assessed all 33 quality statements. The overall rating for the service is “requires improvement”. We found 1 breach of regulation in relation to good governance. We found significant issues related to care planning, medicines administration records, record‑keeping, and auditing systems and processes. The provider was not always able to demonstrate they were meeting their legal requirements in relation to maintaining up to date records of all people’s care. Checks and audits did not provide adequate assurance about the quality, completeness or accuracy of care documentation. Despite the issues we found, we received positive feedback from people, relatives, staff and external partners. There was strong evidence of high-quality interpersonal care, good multidisciplinary working and a positive, caring culture. The management team were receptive to our feedback, and they demonstrated a clear commitment to improvement. We have asked the provider for an action plan in response to the concerns found at this assessment.
