Shine Partnerships provides care and support to people with mental health needs who have a forensic history. The service provides care and support to people living in several houses so that they can live as independently as possible. Not everyone using Shine Partnerships receives the regulated activity of personal care, which is help with tasks related to personal hygiene and eating. Where they do, we also take into account any wider social care provided. At the time of this assessment there were 3 people at the service who were receiving a regulated activity. People’s care and housing are provided under separate contractual agreements. CQC does not regulate the premises used for supported living; this inspection looked at people's personal care and support. Systems and processes were in place to keep people safe, and risks associated with people's care needs were assessed. There were enough staff to meet people's needs and recruitment processes and procedures were robust. Most people administered their own medicines and these were managed safely. People received effective care and support. People’s physical and mental health conditions, including risks had been assessed and planned for. People were supported to access health services and had their health monitored. The service had a good learning culture and people could raise concerns. The management team investigated incidents thoroughly and made sure staff received training and regular supervision to maintain high-quality care. Leaders and staff had a shared vision and culture based on listening, learning, and trust. Leaders were visible, knowledgeable, and supportive, helping staff develop in their roles. Staff felt supported to give feedback and were treated equally, free from bullying or harassment. People with protected characteristics felt supported. Staff understood their roles and responsibilities. There was a culture of continuous improvement with staff given time and resources to try new ideas. A number of staff incentives and awards were also in place.
