Date of Assessment: 4 June to 19 June 2025. This service is a domiciliary care service, registered to provide personal care for people living in their own homes in the community. They provide support to people with a range of different needs including, older people and people with a learning disability and/or autistic people. At the time of the assessment the service was providing the regulated activity of personal care to 7 people. This inspection was carried out in order to follow up on actions we had asked the provider to take at our last inspection. We rated this service under our previous methodology in April 2022 where it was inspected and rated as requires improvement overall. At this assessment we reviewed all 5 key questions and rated the provider overall good. At the last assessment the provider was found to be in breach of the legal regulations relating to good governance, person centred care and fit and proper persons employed. Improvements were found at this assessment, and the provider was no longer in breach of any regulations. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. This provider was able to demonstrate how they were meeting the underpinning principles of ‘Right support, right care, right culture’. There were enough staff with the right skills, qualifications and experience. However, we received mixed feedback regarding consistency of staff and timing of calls. Recruitment systems were in place, but these needed further work to fully ensure the safe recruitment of staff. Staff received appropriate training, and the management team supported staff through regular supervisions and appraisals Staff ensured people’s consent was always received and choices given. However, we found improvements were required to ensure information around capacity for individuals was recorded in sufficient detail to guided staff effectively. Governance systems were in place but needed review to ensure with any future growth full-service level oversight was in place. Staff worked with other professionals and agencies involved in people’s care to ensure the best outcomes for people. Risks associated with people’s care and support were identified and action taken to mitigate them. The provider had processes to safeguard people from the risk of abuse. Staff were knowledgeable about safeguarding and knew how to act on concerns. Lessons were learnt from incidents and shared with staff. The provider promoted people’s independence and staff understood the importance of supporting people to maintain their independence and making choices about their care.
