Spire Homecare Salisbury is a homecare care agency providing the regulated activity personal care to people living with dementia, people over 65 years of age and people under 65 years of age. At the time of our assessment there were 65 people receiving a regulated service. We visited the service on 27 November 2025. The inspection was carried out because of the length of time since the last assessment. The inspection was a comprehensive assessment covering key areas such as infection prevention and control, medicines management, staffing levels, choice and control, governance, leadership, and safeguarding practices. Since the last inspection, the provider had experienced rapid growth of the business which had led to an increase in staff recruitment, managers and care packages for people. We identified some shortfalls within the governance of the provider. The provider had an awareness of these shortfalls and had developed an improvement plan. Staff had been recruited safely with all pre-employment checks completed prior to them starting. Staff training was current, in line with national standards and all staff had the care certificate qualification as a minimum. We identified some shortfalls in staff supervisions. However, Staff told us leaders and managers supported them well. The provider had a focus on staff well-being, organising team meetings and informal drop in coffee mornings to catch up and chat. All staff had completed safeguarding training and expressed confidence that any concerns raised would be addressed appropriately by leaders. The provider worked with individuals to identify and manage risks, supported by risk management plans that provided some guidance on how to deliver care safely. However, there were some shortfalls with care planning documents which lacked documentation relating to people’s capacity and personal preferences regarding how people liked their care to be delivered. Staff protected people’s privacy and dignity. They treated them as individuals and supported their preferences. People had choice in their care and were encouraged to maintain relationships with family and friends.
