Date of assessment: 26 August 2025 to 3 October 2025. Bluebird Care (Hull and Beverley) is a care at home service. Risks associated to people’s health conditions were not always recorded in people’s care plans and detail was sometimes missing to guide staff on how best to support them. Consent to care documentation was missing for people however the provider offered immediate assurances consent documentation was being implemented. Mental capacity assessments had not been carried out in accordance with the Mental Capacity Act 2005, this included best interest decision making. Systems and processes were not in place to ensure people received time sensitive medicines at the correct time and medicines administration records did not always contain accurate information. Risks associated with people’ external medicines had not been risk assessed. The provider offered immediate assurances steps were being taken to address these concerns. Records evidenced mandatory training including moving and handling and safeguarding, supervisions and annual appraisals were overdue for some staff. Training had not been made available to staff supporting people with specific needs including people on end-of-life pathways. The provider’s governance systems had not identified or addressed the areas of improvement we found during this inspection. People were treated with kindness and compassion from a staff team that knew them well and enabled continuity. Staff protected people’s privacy and dignity and promoted their independence. Staff responded to people in a timely manner and supported their preferences. People knew how to give feedback and were confident the service would take any complaints seriously. The service supported staff wellbeing and staff felt confident to speak up. Staff reported they were treated equally, free from bullying or harassment. The provider was in breach of the legal regulations relating to safe care and treatment and governance. We have asked the provider for an action plan in response to the concerns found at this assessment.
