Date of assessment: 4 to 14 August 2025. Dwell-In Social Care is a domiciliary care agency providing personal care support to people living in their own homes. It is a specialist service that is used by autistic people or people with a learning disability. Not everyone who used the service received the regulated activity of personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. At the time of our inspection, the service was supporting 8 people, but only 1 person received support with personal care. This was the first rated inspection of the service. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. The provider had systems in place to learn from incidents and share lessons with staff. People were safeguarded from abuse, and staff understood their responsibilities in reporting concerns. While most safety systems were effective, improvements were needed in assessing environmental risks. Staff worked well with other services to ensure continuity of care and supported people to live healthier lives. Consent was respected, and staff demonstrated an understanding of people’s communication needs. Staff treated people with kindness, compassion and respect. Care was tailored to individual preferences and promoted independence. People were supported to make choices and were involved in decisions about their care. Support plans were person-centred and regularly reviewed. Information was accessible in different formats, and people were encouraged to give feedback, which was acted upon. The provider ensured equitable access to care and considered people’s diverse backgrounds and needs. There was a clear vision and culture focused on high-quality, person-centred care. Staff felt supported and valued, and there were effective systems in place for governance and continuous improvement. The provider worked in partnership with external agencies and demonstrated a commitment to learning and improving.
