Creative Support - Bedford Services received a Requires Improvement rating across all five key questions following a February 2022 inspection, with regulatory breaches identified in staffing (Reg. 18), person-centred care (Reg. 9), and good governance (Reg. 17). Key failures included chronic understaffing limiting people's community access, ineffective governance audits, poor leadership culture including alleged staff intimidation, and insufficient training in communication methods for people with learning disabilities and autism.
Date of assessment 25 July 2025 to 18 August 2025. We carried out this assessment because at our last inspection the provider was in breach of legal regulations in relation to safe care and treatment, staffing and good governance. At this inspection we found improvements had been made and the provider was no longer in breach of legal regulations. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgments about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. At this assessment we looked at all 34 quality statements and found some areas of outstanding practice. The provider had an exceptional understanding of the diverse health and care needs of people and ensured staff were equipped with the appropriate skills to support these needs. Staff always treated people with kindness and empathy and understood the importance of supporting people to maintain their independence and dignity. The provider genuinely cared and promoted staff well-being to enable them to always deliver person-centred care. The provider had cultivated a compassionate culture among their staff and staff were proud to work for Creative Support. The provider had a strong focus on continuous learning and improvement across the organisation. The service worked proactively to ensure people could engage in their support. People were supported to maintain important relationships and access meaningful activities. The service had several initiatives to promote staff well-being.
