Dates of assessment were 15, 21 and 23 October and 6 November 2025. Complete Care and Enablement Services, also known as CareTech, provide care and support to people living in supported living settings, so they can live as independently as possible. This assessment was prompted by concerns we received about the service. We explored these concerns during the assessment and found that the provider had responded and taken appropriate action where warranted. The Care Quality Commission [CQC] does not regulate premises used for supported living as people’s care and housing are provided under separate contractual agreements for this type of adult social care setting. CQC only inspects where people receive the regulated activity of personal care, for example help with tasks related to personal hygiene and eating. Forty people were supported with personal care at the time of this assessment. This assessment included visits to people’s home, speaking to people using the service and their relatives, and talking with staff, including the Registered Manager, other managers and team leaders within services. We contacted several professionals for feedback, including commissioners of services, following our visits to people in their own homes. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. People's support focused on them having as many opportunities as possible, including encouraging people to step outside their own comfort zones, to gain new skills and become more independent. People's support was person-centred and focussed on helping people live their lives as they wanted. People’s independence and choices were always respected. There were a range of positive outcomes for people in terms of increased independence and improved quality of life. People’s rights were respected and upheld. They received care and support from staff they could trust and rely on to keep them safe; good relationships had been formed. Leaders and staff worked well together with external partners, to find the best solutions when people’s care needs changed. Staff were flexible and supportive to help people plan and meet their goals. The provider engaged well with local partners and community groups, building positive links. This enhanced people’s ability to access to the community and services they wanted to use.

Complete Care and Enablement Services, a supported living provider for people with learning disabilities and complex mental health needs, retained an Outstanding overall rating with exceptional caring, responsive and well-led domains. Safe and effective remained Good, with no regulatory breaches identified and strong evidence of person-centred, values-driven leadership.
