Galilee care provided personal care for 38 people living in their own homes and one person in supported living. Some people had physical disabilities and some people lived with dementia. The provider was inspected in March 2025 and found to be in breach of the legal regulation in relation to person centred care, safeguarding people from abuse, safe care and treatment, safe deployment of staff and competency of staff, lack of robust recruitment practices, consent to care not always being obtained in line with the Mental Capacity Act 2005 and poor governance. We rated the service as inadequate and it was placed in special measures. The service was assessed on the 24 February 2026 and found it had made significant improvements in and was no longer in breach of person centred care, safeguarding people from abuse, safe care and treatment, safe deployment of staff and competency of staff, lack of robust recruitment practices, consent to care not always being obtained in line with the Mental Capacity Act 2005 and poor governance. Therefore, the service is no longer in breach of the above regulations and is not rated as inadequate overall or in any of the key areas. . On this inspection the service had improved in all aspects of personal care provided to people. People were involved in their care needs assessments which documented how they wanted to be supported. We saw that care plans contained meaningful risk assessments which provided guidance to staff on how to keep people safe. People were provided with information in ways that they could access and understand and contacted if staff were delayed in arriving to support people. People were now cared for in a safe way and that care was person centred. Staff were now sufficiently trained to provide the level of care that they needed and had been assessed as competent to do so. Staff ensured people’s dignity, human rights and privacy was respected and consent requested before care was provided. Recruitment practices had been improved and documented staff suitability checks had been made. Staff told us they were happy and felt supported by managers and felt able to voice concerns and that managers were approachable. The service held regular team meetings and obtained annual feedback so staff could raise matters or improvement suggestions. Leaders were knowledgeable and experienced in the provision of care. Leaders were approachable and supportive to care staff and the people they cared for. Leaders had actively sought to improve the service through review of other similar services that had been rated as good. A new electronic system had been introduced that audited and analysed the care provided and automatically calculated travel time between care visits. This increased provider oversight and governance which led to improvements in care delivery and improved punctuality which enabled staff to now remain for the full duration of their scheduled visits. This service has been in Special Measures since 21 July 2025. The provider demonstrated improvements that have been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures.

There was a lack of robust management and provider oversight to care calls to ensure staff had sufficient travel time, that staff stayed for the full length of the call and arrived on time. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded. This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
