Date of assessment: 27 January to 4 February 2026. Caring Personal Assistants Ltd is a domiciliary care agency which provides personal care to adults with a range of support needs in their own homes. At the time of our assessment 10 people were receiving support from the service. The service was registered by CQC on 14 April 2023, and this is the first assessment for this newly registered service. The service was previously registered at a different address. The provider, managers and staff showed an outstanding commitment to delivering high‑quality, person‑centred care. People and their families were not only involved in decisions but were empowered to lead the planning and review of their care, including taking positive, well‑managed risks that helped them achieve meaningful goals and lead fulfilling lives. One person said,” The support I receive meets my cultural and social needs; staff respect my strong social and political views.” People’s quality of life was enhanced by the service’s culture of improvement and inclusivity. The service’s vision and values were well understood by staff and clearly embedded in the way care was delivered. The registered manager and staff had built a strong, visible person‑centred culture, and all staff we spoke with fully supported this approach. Staff told us the management team was knowledgeable, inspired a caring culture and led by example. People were supported to have maximum choice and control over their lives. Staff worked in the least restrictive way possible and in people’s best interests, and the service’s policies and systems supported this approach. The service also worked with people to plan for periods of distress, ensuring any restrictions were used only when absolutely necessary. Care records were accurate, detailed and regularly updated to reflect people’s changing needs, preferences and aspirations. Medicines were managed safely, and there were enough staff with the right skills, qualifications and experience to provide a safe and personalised service. Staff and managers were clear about their roles and showed real passion for the support they delivered, ensuring people were involved in all decisions about their lives. We saw examples of exceptionally personalised care, and improvements in people’s health and wellbeing. This was underpinned by strong governance and excellent management oversight.
